Why Riots Against Jews in Amsterdam?

86 years after the “Reichskristallnacht” (the “Night of Broken Glass”), when Nazis led pogroms against Jews across the German Reich, terrible atrocities against Jewish soccer fans occurred in Amsterdam, the capital of The Netherlands. These violent antisemitic attacks were apparently planned well in advance and they were carried out by a mob of local Muslims and Arabs. How could something like this happen? Who is to be blamed? Have Amsterdam and the rest of Europe become unsafe again for the Jewish people?
